New Trump Tariffs Impact the Fishing Industry

On February 10, President Trump signed two Executive Orders (10895 and 10896) increasing tariffs on aluminum products from 10% to 25%. These orders expand the scope of steel and aluminum tariffs to include a wide range of derivative products, such as fishing reels and other outdoor industry items. Additionally, all previous country exemptions and quota allowances have been eliminated.
Affected Products and Tariff Details
A complete list of affected products is available in the official Annexes for steel and aluminum, as well as in this spreadsheet, which includes Harmonized Tariff Schedule (HTSUS) codes and product descriptions.
Although the Executive Orders state that the new tariffs will take effect on March 12, 2025, U.S. Customs and Border Protection has not yet provided guidance on how importers should comply. The 25% ad valorem duty will apply only to the steel or aluminum content of affected products, rather than the entire article value. Tariffs will be enforced on imports entered for consumption or withdrawn from warehouses after 12:01 AM EST on March 12, 2025.
Fishing Reels and Outdoor Equipment Now Subject to Tariffs
The aluminum content of several fishing-related products will be subject to the new 25% tariffs, including:
- 9507.30.2000: Fishing reels valued not over $2.70 each
- 9507.30.4000: Fishing reels valued over $2.70 but not over $8.45 each
- 9507.30.6000: Fishing reels valued over $8.45 each
- 9507.30.8000: Fishing reels parts and accessories
- 9507.90.6000: Fishing landing nets, butterfly nets, and similar nets
Elimination of Country Exemptions and Quotas
Previously, several countries were exempt or had quota allowances for steel and aluminum tariffs. However, under the new orders, all exemptions and quota limits have been terminated. This means imports from all countries, including Canada and Mexico, will now be subject to the tariffs.

- Quota Applied: EU, UK, Japan, Argentina, Brazil, South Korea
- Suspended: Ukraine
- Aluminum:
- Fully Exempt: Mexico, Canada, Australia

Reciprocal Tariffs Announced – Industry Impact Still Unclear
In a separate action, President Trump has directed officials to develop reciprocal tariffs. On February 13, Trump signed a presidential memorandum instructing the U.S. Trade Representative and the Secretary of Commerce to create country-specific reciprocal tariffs by April 1. Reciprocal tariffs are designed to match the tariff rates imposed on U.S. goods by other countries. This initiative targets nations with the largest trade deficits with the United States, including China, Canada, Mexico, Japan, Korea, Taiwan, and EU countries.
